On January 11, 2021, the leaders of Washington State's Committees for Education and Early Learning transmitted a bipartisan letter to Jay Inslee, the Governor of Washington State, and Dr. Umair Shjah, Secretary of Health for Washington State, asking that public school teachers and other employees receive access to the COVID-19 vaccines during February 2021. Superintendents from two of the largest school districts in the state in Southwest Washington, Vancouver and Evergreen, independently requested the same relief for all educators and staff in their districts and throughout the state.
At the same time, the governor has modified State guidance for schools which has tripled the number of students who can safely come to school. This has alarmed many teachers and parents, who don't feel safe enough to return to in-person instruction. At the same time, student sense of well-being is deteriorating, and parents continue to struggle at home, especially for those families without the strong Internet connections needed to sustain remote learning.
Vaccinating school staff will help them feel safe enough to begin a return to normal. It is vital to the health and well being of every family in the State that we begin the return of our schools to normal sooner, rather than waiting until the beginning of Spring. But in Washington, the vaccinations are not planned for all school staff until April!
Currently, under the State's plan for vaccinations, only teachers and staff over the age of 50 will be eligible in "Phase 1, tranche B2", that is, February. The rest must wait until later. with remaining staff not eligible for vaccination until months later.
The safety guidelines and personal protection equipment go a long way to reducing the risk of a COVID breakout. And, there is strong evidence that in schools, the small groups served have not resulted in many breakouts. But it is not enough to help our school employees feel better about risky work.
Vaccinating ALL of our teachers, paraeducators, bus drivers, and other staff will add that needed confidence, help everyone feel safer about open schools, and get us all back on the road to recovery from the worst public health crisis in a century, faster than under the current plan.
Governor Inslee, Secretary Shah, please change the plan to include all Pre-K through 12 educators and school staff in Phase 1, tranche B2, so they can all be vaccinated in February. Doing so will add hope to a system in dire need of a little hope.
